The project involved the construction of a digital GSM-R radio system on the by-way route of the 1st railway transit corridor, i.e. in the section of Kolín - Nymburk - Všetaty - Děčín východ and the adjacent section of Poříčany - Nymburk.

The GSM-R signal coverage has a linear structure, which is directed along the railway lines. At large railway junctions (e.g. Kolín) or in areas outside the railway line, the coverage is areal. The GSM-R signal transmission will be provided by a Base Transceiver Station (BTS) and the link between the individual BTSs will be provided by a Base Station Controller (BSC) in Prague. The project involved the coverage of about 172 km of the lines. The project also involved the laying of new diagnostic optical cables (DOC) and connection of the BTS to the existing railway communication and transmission cable network and the electric power supply. This project contributed to the achievement of a global target of the Priority Axis 1, i.e. improvement of the railway transport in the TEN-T network. Along with the contribution the global goal, this project also ensured achievement of the Priority Axis, i.e. interoperability on the existing lines, compliance with the Technical Specifications for Interoperability and the telematic systems development. The project increased the existing GSM-R digital radio network built in 2004 - 2008 in the 1st transit corridor of the German border - Děčín - Praha - Kolín - Česká Třebová - Brno - Břeclav - the Austrian border and Slovakia. It increased the Base Transceiver Station network in the 1st transit corridor and the network system components – the control and connection networks and the supervisory management. The project also ensured integration of multiline sets into the GSM-R control terminals in the train dispatcher offices at railway stations and addition of a central control section BSC Praha. It supplemented the system with new applications and extended the number of connected dispatcher terminals. The project did not deal with the user part of the network, i.e. fitting the user side with mobile stations. The project ensured mobile telecommunication and data communication for the needs of railway traffic. Besides the standard voice communication, the mobile network also ensures communication with moving vehicles, data services and applications that allow creating special user groups.
